Dawn Joyce joined Wynne Health Group after 10 years of government service and program implementation at the federal, state, and local levels focused on public health, health systems, and health policy. As both an in-house manager and trusted consultant, Dawn has provided comprehensive services to healthcare, human services, and public health stakeholders including advocacy organizations, think tanks, multi-stakeholder partnerships, insurance alliances, and public health departments.
Dawn’s strong combination of government and program implementation experience uniquely positions her to understand client’s needs and maximize the positive impact of understanding health policy. Prior to joining Wynne Health, she founded Policies & Partnerships for Health, a consultancy providing analysis, research, and strategic counsel to clients such as the Colorado Department of Health Care Policy and Financing, the Boulder County Health Improvement Collaborative, the Keystone Policy Center, and the Community First Foundation. In this capacity, she fostered a proven track record for helping clients understand the complexity of health policy, jointly develop a vision, and decipher a pathway toward successful change.
Prior to establishing her consulting firm, Dawn was Health Systems Unit Director with the Colorado Department of Public Health and Environment. She has also worked extensively with Amigos de las Americas and Save the Children, and was a Graduate Student Researcher with the Bixby Center for Global Reproductive Health. Early in her policy career, Dawn was a staff assistant in the office of U.S. Senator Dianne Feinstein. She also gained hands-on political experience as a field organizer for the successful campaign of U.S. Senator Ken Salazar.
Dawn received her Bachelor of Arts degree from Wellesley College and a Master of Public Health from the University of California, Berkeley, where she focused on maternal and child health, health communications, and epidemiology. She lives in Boulder, Colorado with her husband, and two young children.
